The issue is limited to the 40 series or maybe just the 4090 due to the way its error correction works (or doesnt). Every other card, Amd/30 series will slow down when error correction kicks in so you get lower scores and no visual errors. Just a black screen and system reset when you've gone to far.
Yeah that's been my experience , never had an AMD card so can't speak for them but as i put above after probably a 1000 synthetic benchmarks on my 3090 i never once saw it artifact when vram was pushed to high ... what would happen is if i went for something like 1500Mhz on vram then OCP would kick in , get a black screen followed by a system reset... 4090 wont do this and will artifact instead of having ocp kick in.... hopefully GDDR7 doesn't have this issue ... possibly exclusive the the GDDR6X  more info from 3DMARK : https://www.overclock.net/posts/29334419/

The 30 series has error correcting memory, so you can push the memory a lot harder, i don't know about the 40 series.

But my GPU memory isn't game stable over 2580, its benchmark stable at 2625 but not a Mhz higher, including this... it will just crash the driver instantly.

40 series has ECC which will pick up on any errors or artifacting BUT comes at a big performance hit and is disabled as standard ... i think it is mandatory when posting results on HWBOT to have it enabled now which could be an option 3DMARK could go with but hopefully their other fixes work out . I can bench upto 1600Mhz on my 4090 with no artifacting but above that gets all sorts or weird **** happening  game stable it has been at 1300Mhz for nearly 2 years now and rock solid ... 1400 not 100% stable in games .

Now top with same cpu after closing apps that must have been robbing me performance.

Here's one for a bit of fun and a shot at the bottom of the list. I didn't think this would even run with its 16gb vram requirement. Vulkan runs so much worse though getting only half the score. Note that this card is slot powered only. This is my Livingroom pc encased in a quite restrictive Silverstone ML09

Ryzen 5600X (-25co)
Gigabyte 1050Ti 4GB Low Profile. (OC) +165 core (1469/1583) / +1990 vmem (8998)

Steel Nomad DX12
Graphics Score = 518

Steel Nomad Vulkan
Graphics Score = 223
