4090 GPU clocks staying high after exiting games?

I've got a 4090 and noticed my clocks / wattage are staying high after I finish a game and go back to desktop.

The fans on the 4090 don't go off either even when dropping back to 30c

I am on 522.25 and dont get the high clock thing just going to install 526.47 see what happens. I dont use the Studio ones so standard consumer official release.
