Believe me its worth it.
Why pay more? Longevity, he might get into some more demanding games or some more basic ones but the power will be there if he needs it and it will last him a good while longer than the 250.
Also consider this:
I have not got a soundcard, I use my Asrock onboard and its very decent. I have the option of adding a decent soundcard later if I choose.
Not saying a soundcard isn't a great thing to have just saying it can be bought later for less and that money go on a better GPU.
I also picked up a Corsair vengeance 1500 7.1 headset cheap off the MM they are USB powered so soundcard doesn't come into it, though I mostly use my speakers as I like a good thud of bass!
You wont need a 600w PSU, but I would suggest getting modular it's so much tidier and easier to wire up. 500w and you will be fine.
