I'm running the below spec on a 650W NZXT C series PSU (A tier, based on Seasonic Focus Gold) and realise I'm on the edge of what PSU I should really be using. I don't really have a budget so my options are:

1) Continue to run as-is with a power limit reduction on the 9070XT
2) Buy a new PSU

I don't really want to have to spend any money but it's probably sensible, there are a few ~850W around the £100 mark and I don't need anything fancy apart from modular.
I'm tempted by BGrade PSUs as they'd be cheap but 10yr warranties are very tempting.

Any suggestions?

The 9070 series respond well to undervolting, I'd do that and see how you get on. You shouldn't see any performance loss. I know a few people running them on quality 650w units without issue. Worst case you get shutdowns, with a high end supply you've plenty of built in protections, nothing should get damaged. Best case it works fine and you save yourself a £100.

I'm at -50mv and -7/9% power, I think it's probably ok but as mentioned the sensible thing is to get a new PSU :/

Can get a Gigabyte UD850GM for £80 (5 year warranty) or a Corsair RM850e for £104 (7 year warranty). Gigabyte should have fixed their fire problem but it might be worth going with the Corsair for peace of mind.
