Try to download the latest bios from the abuse site and then use oc profile. Ezflash 3 is the utility you need under tools in bios. Navigate to your USB drive with the Bios file on and away you go. Once flashed u can use the oc profile again under tools section oc profiles.

Load profile, save changes, reboots and turns on ok, going back into bios cpu is still showing at 3000mhz but ram is at 2999mhz.

This on the Asus board.

Check frequency in Windows using cpu Z. If it's at 3000Mhz go back into bios change the ratio to 39. Check vcore is 1.425v save and reboot. Done.

This is exactly how it works yes.
 
On asrock I use the fan header nearest the 8 pin cpu power plug for aio. Works fine. Force it in bios to full speed or set as water cooling pump.

On Asus use the fan header next to cpu and cpu optional.
