Does this problem occur if you got two HDMI connected displays but are driving only one HDMI display at a time?

9070 XT - 2x HDMI high refresh displays (144 and 120 Hz) not working

So, just some more on the mouse stutter....
I turned on a built in framerate display on my monitor to see what was going on....
Looks like it could be something to do with VRR.
My primary monitor is GSync (although I believe the model is compatible with freesync) AW3420DW.
When I run an app windowed, the refresh rate is 120Hz solid. When I fullscreen the app, the VRR kicks in and I can see it fluctuate (lets say between 20Hz - 80Hz).
The mouse feels fine and I've no issue as the refresh seems to be increasing as needed?
But, when the mouse issue happens the refreshrate is more like 6Hz -30Hz
The experience can come and go without intervention too.
So, it's as if the negotiated refreshrate can be lower than what it should be.
I guess I can disable freesync in the adrenalin software, but is there something else I should try?
Small update to the above...
I was watching a movie in full screen and for some reason it was varying the refresh rate (would have expected it to be constant).
Anyway, I used win+shift+arrow to move the video to another screen (that doesnt support freesync) and the main monitor continued to have a VRR even though it was now just showing the desktop (would normally be steady 120Hz).
Moving the mouse between the fullscreen video and the primary monitor showing desktop resulted in mouse stutter on the primary monitor only.
I resolved this by switching the video to windowed mode then back to full screen on the other display and everything came right again.
Really feels like some VRR issue in the driver??
@AMD_Vik Let me know what other info may be useful. I have the DCE log but the time stamp is earlier than the issue I just described...

I think the specs even in cards with 1 hdmi port is “2 concurrent DP and 1 HDMI will have full bandwidth” relegating 1 DP at lower resolution (or non-functional) than the other ports. @AMD_Vik please correct us if we are wrong?
Presume not an issue for the majority who only use 2 displays or even 3 displays but those small subset of users that want to use 4 displays can’t on these 9070 cards. Does Nvidia also have this issue anyone?

So i noticed a thing yesterday with my 9070xt xt pulse that may be the same thing. I have a 1440p 360hz qdoled a 2nd 1440p monitor a drawing tablet, and over the weekend I added an old 1080p monitor connected to the 2nd hdmi.
With the 2nd hdmi connected the qdoled is capped to 240hz. Luckily I wasn't actually using that monitor for anything and was just trying around with the layout of my desk, so just removed it. But still it's an odd problem. Even with the 2 1440p monitors being display port. Using both hdmi as the same time even with just 1080p 60hz monitors, it seems to cap the bandwidth

Basically if I ever get 3 displays I’d like to know I can run 2X DP full bandwidth with 1xHDMI full bandwidth. I don’t mind sacrificing the 2nd HDMI port. Would love confirmation of this @AMD_Vik ? Thanks

surely this is a class action waiting to happen 
like buying a car that visually has 4 wheels but if you use all 4 you cant drive at the same speeds as only using 3? how is this allowed to happen if its not supported. surely amd have control over oem decisions like this?

It'd be like saying your GPU has 4GB VRAM but then having 0.5GB that runs worse than the advertised spec...surely this is a class action waiting to happen

So you had 2 on DP and 1 on HDMI- do you have dual HDMI and dual DP 9070XT?
So basically 2 monitors on display port and 1 on HDMI seem to drop the bandwidth between them…… this is a bit of an issue then- could it be fixed in a driver? @AMD_Vik

2 dp and 2 hdmi, and when both hdmi are plugged in the dp is capped to 1440p 240hz
So, another strange thing happened this morning...
after the PC stayed on all night (idle with adrenalin open), I was noticing some weird screen freeze/stutter/glitch every 2.5mins.
The glitch had a few symptoms....
-screen went unresponsive for a short time (maybe .5 second?)
-screen might flick to black or might not during that time (between frames?)
-mouse went to center of the screen after screen returns from being black.
-Adrenalin running on 2nd screen minimised on it's own one time.
-Windows task bar might flash (go and come back) as part of the glitch
- typing this now had the text stop updating to screen during an occurance then appear once the glitch had finished..
So there are a bunch of things that might/ might not happen.
One thing that might be important is that I connected my 2nd monitor to the onboard GPU in the hope that moving it from the 9070XT would help with bandwidth...
@AMD_Vik I can't see how to send the log file to you directly, maybe I dont have permission...
Is there anything sensitive in there? I could paste it maybe?

And after testing more of the above (it happens about every 0:2:20 and it is not bound to a particular display)
I did a reboot.... glitch continued after reboot!
Disabled hybrid graphics in BIOS... glitch continued
Disabled integrated graphics.... glitch continued.
This wasn't happening yesterday!

edit: yep nvidia settled.
in any case my point wasn't that its needed, it was more I'm surprised its allowed to happen in the first place and il be surprised it doesn't end up in a class action..
surely oled burn in has been addressed via whatver they did to mitigate it and therefor you cant sue when a fix however temporary is implemented?

Sorry to clarify did you have 2 monitors plugged into 2 display ports and 2 monitors plugged into 2 hdmi ports? Odd that would drop the bandwidth on display port rather than on the other hdmi ports connected monitors.
And now after unplugging power for a minute, and restarting, the glitch has gone away!
Maybe motherboard related I guess....
Yes 4 monitors total, the 2 on the hdmi are both 1080p 60hz, so not really using all that much bandwidth. I don't think it was actually running low on total bandwidth, just kind of seemed to cap it so no single monitor could run at full bandwidth. With the only one of my monitors actually limited by the cap being the 1440p 360hz 10bit qdoled.
