Although on a serious note, a small hack to force people to enter a meaningful description of their links doesn't seem too unrealistic?Although a new thread with more 'shouting at people who don't' might also work, as you suggested.

If modding it consisted of just deleting rubbish, then it shouldn't be too time consuming? I think if it had its own sub-forum, there'd be less posted, as less people would probably venture into it. I'm sure I wouldn't.
What do you class as rubbish? I class the entire thing as rubbish and would prefer to put a link to Youtube in the GD sticky and delete everything posted. However, that would be too hard a line for the vast majority of GD goers.
I class the entire thing as rubbish, which is annoying when I keep getting subscribed to it. I don't mind links to YouTube that are relevant to a particular thread, but a constant list of people going "look at this" seems pointless.
