Exactly, indicators are just that - devices to indicate your intentions to others. I was always taught to use them whenever I was overtaking or making any kind of turning manouvre. The only time you shouldn't use them is if there's no-one else around to indicate to. If you can't hold behind the car you're trying to overtake, build speed and clear the car in front within the time gap you've got, you shouldn't really overtake.
