Advise on annoying neighbors

When I was at my last student place we had bad neighbours, but nowhere near as bad as yours. They'd play music quite loud, asked them nicely to turn it down and they'd just shout in our faces etc.

In the end we just played loud films every other day or so (ending before 11pm) and within 2-3 weeks we had the council knocking on the door to have a word.

Anyway, what we did wasn't exactly big or clever and wouldn't have solved the issue we were having, but what it does show is that councils can and do respond to complaints like this - next time maybe complain when it's going on during the day/earlier in the evening. While it's not stopping you sleep at that time, if they come round and you explain that in the past it's gone on until past 2am they should do something.

It works well as well. My ex had a party years ago when she first moved into the flat and a few of her friends started going a bit well noisy! Idiots really but hey ho. I did tell them to keep it down but all a bit drunk.

The police came round and quite rightly, I answered the phone and they told me they had a few complaints. They could clearly see we were having a party and I and her weren't a couple of chavs. Told us to keep the noise down but to have a good time.

Kept the noise down and everyone was happy, why this can't happen everywhere is beyond me. Some people just are inhuman, I will never how some people can just be so well rude really. Idiots. Down with them all I say.
 
Using a big sound system of your own has a definite appeal. If the party is ending at 5am, she's probably asleep in the middle of the day when everyone else in the building is likely to be out/awake. Ideal if you're all out, as half an hour of ridiculously loud music at 11am or so, daily, should help make your point.
 
Cheers for all the replys guys. The bloke from above them came round last night when i had finished work for a chat.

He said he hadn't been to sleep because of it and even left the property for a few hours because of it. He has noted down times of each thing that happend threw the night while he was there, he even phone kilo 2 (the people from the counsil that deal with noise problems) FOUR times threw the night, and we phoned them twice and yet neither of us got a phone call back or a visit?

And they must have gone out last night, because it was blissfully silent..... Well intill around 2am, no music this time but i got woke up to one of them screaming "who are ya, who are ya" =\ and what sounded like they where racing up and down stairs for 10mins =\

I didn't bother getting the phone out or having words because my gf was so tired she managed to sleep threw it and i didn't want to risk her waking up and not being able to get back to sleep because of the noise.

I then woke up at 3.50 to the same thing shouting and all sorts.

The bloke from upstairs has a woman from the counsil comming round as a checkup visit because hes only been there since november. Im at work monday when shes comming but my partner and a couple of other people that live there are going up to his flat to moan at the woman directly for how bad it is and how we have all got the correct root to report it and nothing is being done.

Not sure how many more 12 hour shifts i can manage at work with so little sleep. I dont supose there is some computer software that i can leave on overnight that will record sounds and give desibel readings?

Im also tempted to get a wirless webcam to have in the hall to record what the acctually do out there. Anyone know if there is such a thing as a cheap one? As carnt realy afford anything atm
 
You can get a device that records noise levels in the db. My upstairs said he was getting one due to a noisy neighbour. Btw we in a block of 4 flats and surround neighbours were sick of the noise, we never gave up, took a month or 2 but got him moved and gentoo said they wouldn't get a young person in and they didnt. Just make sure you ALL go to the council and keep complaining. Stay in contact with a police local bloke who takes on your area. Dont bother talking to the neighbour it wouldn't help. Keep the meetings going, keep records. Keep video or audio footage if possible, maybe your neighbours have a cctv system that can record ppl being drunk etc when outside at the early hours being loud.
 
Police in England have no powers to deal with noisy parties? God thats rubbish. Up here we dish out a warning. If they dont heed that warning we charge them, can sieze any noise making equipment (including the tv), and we have powers to force entry if they refuse to answer the door. I'd have thought there would be similar down south. They really need to change that, a stern warning usually stems all but the most hardcore party.
 
First of all, you have my sympathy for the situation you're in, noise nuisance is a very serious issue (and one which I've had to deal with in the past) and is one which is taken seriously by Council ASB departments.

The operating hours of the local noise team sound fairly standard, bear in mind that providing this service costs money (even more so for officers who work 'out of hours') and money is something which local government is somewhat short of at the moment.

Whilst the noise team will aim to attend to every complaint of noise nuisance, please remember that it's quite likely there are only one, or maybe two, teams operating each night for the entire area. If they receive a lot of calls then, obviously, there is a good chance they may not be able to attend every complaint.

However, don't let this put you off and please call whenever you are suffering from noise nuisance. Even if the call is only logged (whether a call from you, or a call from your neighbours who are also being afffected by this one resident) then it is still a record of the ASB and will be taken into account when action is taken.

This could well be quite a lengthy process, but it's better that something is investigated fully, and action taken based on evidence, than on the word of of one person with no evidence.

The likely process is that the council will write to the offending resident based on witness accounts from yourself and your neighbours. If this does not resolve the situation then a Noise Abatement Order, or an ABA (Acceptable Behaviour Agreement) will be given to the resident. This is basically to say that they are breaching the terms of their tenancy and if they continue to do so then they will be liable for legal action which could include anything from seizure of offending equipment to NOSP (Notice of Seeking Possession. Which is basically eviction).

It may seem, at times, like you are fighting a losing battle, and it will be a while before the situation is resolved, but keep at it and hopefully you'll be able to sleep well sooner rather than later :)

Just a quick note on your thought about using a webcam to record the people in the stairwell. You need to be very careful with this as the stairwell is deemed to be a communal area (as such then it's illegal to smoke there!) and so you could infringe the rights of any people there by making/storing images or footage of individuals utilising the area. If you can set something up which monitors your front door (acceptable) and 'just happens' to cover part of the stairwell then you'll be a bit safer. With this situation then you want to ensure that you don't do anything which could put you in a bad light, or be used against you.

Call the police and tell them there's no problem as you borrowed a gun and shot your neighbour. They'll be round soon enough.
 
Do what a mate of mine did once........He called the old bill and said that if they weren't around to his neighbour in 10 mins to shut then up he would go around and use violence to stop the noise.........Police were there in 2 mins, 4 squad cars too LOL.
 
If they continue to smoke weed use the Ganz technique.

Or you could just go hardcore and do what Richard did on Dead mans shoes. Mix a mega drug concoction up, stick it all in their kettle or something, then wait for them to go crazy and freak them out some more
 
I know exactly what to do, all you'll need it about 10 packets of polos and a bit of stealth.
Once everyone next door is in bed eat the polos, all of them, fast, about half an hour later you will have intense need to fire out a foul smelling putrid running ****.
Go to herdoor and open the letterbox, back up and aim your hole to fire through.
Now let it rip.

Who wants to wake up after a nights partying and clean up a massive pile of bum gravy shot about 10 feet through the door.

I'd just keep diary of incidents and noise etc then take this to your local council. Then ask to speak to Enviromental Health and they should help.

Might also be worth speaking to other neighbours and asking them to do the same.

The more information regarding times of noise etc the better.
 
Had the misses to the rounds of the other flats today (im at work) asking if they have heard it and if they have complained.

One woman has been living at a freinds for the past week because shes had enough + reported

One bloke has reported them every night. So has THREE other women in three other flats.

So in total thats 6 out of the 12 flats that have put in complaints. One person moved out last week, one still rents the flat but seems to never be there and never seen/heard anything from the others and no anserw today.

Bloke from above them said he phoned kilo2 (The council noise people) and they said they would come out, he then got a phone call saying they couldn't make it because the car had broken down!!!!!!!.....!!!!! So he then phoned the police and explained about the car breaking down and said to send somone over for there saftey (the chavs) im not a small bloke and hes twice the size of me (ex doorman amoung other things)

So everyone has now agreed that the second we hear them everyone will be flooding kilo2 with calls and pray they have sorted out there banger of a car (If it did realy break down) and if that fails again everyone will be ringing the police and not giving in intill they send someone round.

So now im praying they are there again tonight :)
 
Do you have access to a communal fuse cupboard?

Had similar problems, years ago, in rented student accommodation but, due to the weird conversion of the flats, our flat had the on/off power switch for their flat and they didn't know it.

Too noisy -> power off :)

If it's an old block of flats with communal access to the fuses, I'd pull their fuses during the day, personally.
 
It's an old block and yeah the fuse box is inder the stairs. No idea how to get into it tho? We was never given a key for it when we moved in?
 
Canadian police have more power as well. They can't enter the premises without permission, but they can give a warning and then if they have to return due to further complaints, they can issue a huge fine and clear the party out.

Here is the solution, call the Canadian police :)
