It isn't 'what you've gotta do' paypal protection is their for a reason, if I was scammed out of that amount of money I'd make damn sure they didn't get away with it, but I suppose you're taking a step in the right direction informing the police. Did the CPU "blow up?" It's very rare, far more likely the board just went pop. Any testing to confirm? Jumping to conclusions is a bad idea, anywhere, especially in IT

Did it not occur to you that the motherboard might be dead too? Were the marks already there on the CPU? Did you take photos as evidence before sending it off? Can you take photos of the motherboard now? Have you been able to test the motherboard since?
