Maybe, but he's smarter than philanthropic. So this garners some good faith and media coverage, bonus. What's really happening here is he is influencing the market. Electric adoption isn't happening fast enough, while he builds one of the largest and most advanced battery production facilities in the US.
There are still major barriers for mass adoption of electric cars. Bring the major automotive players on side, spread the costs and watch your marketplace grow significantly.
TLDR 1% of nothing is nothing, 1% of the future is a lot.
Exactly this he's not interested in selling cars he's interested in selling batterys and is creating the demand to do it. Very very well played.
I expect this was the the business plan the whole time.
