Because of the way the BT wholesales systems work, you have to maintain stability for a period of time (24 hours) before the actual allocated bandwidth ramps up, its not instant.
 
Origin is a terrible terrible ISP! I cannot understand why you chose these over a lot of other providers, The network they use is awful when it leaves Openreach network. I very much doubt you will get this looked at or sorted with an ISP as bad as them but good luck to you!
 
I chose them cause it was £10.40pm inc line rental. I like the 24/7 UK support. And I mostly use it for online gaming which it does just fine.

Thanks for this advice, speed is now climbing after 24 hours of being connected with 6mbits downstream.
 
Fwiw the line climbed to 5.5mbit download a couple of days ago (then dropped to 3 when i started fiddling with snr margin) and today ADSL2(+) was enabled for better upload. So everything seems to have sorted itself out.
