Actually yes there is. You need to copy the 13.3 D3D files (atiumdag, atiumd64, atidxx32, atidxx64, aticfx32 and aticfx64) then place them in the game executable folder. That will enable you to use the D3D changes in that particular title.

13.3 sounds like it will just be the WHQL version of 13.2 Beta 7 with some minor bug fixes rolled in. 14.1 will hopefully be the stuff driver based dreams are made of.
