Depends how you define better? In performance terms the titan is about 30% faster.

I have a 6950 atm and an i7 3820 and i run at 1920x1080

at that res id suggest the 7970

At 60hz a 7950 is plenty. A 7970 is overkill at 1080p unless you have a 120hz screen.

My money personally would be 2 7970's considering the price of Titan is around £1k
