Why?

Generally performance is always far better in fullscreen mode.

I like to have support for windowed fullscreen as some games, believe it or not, dont go exclusive fullscreen. look at The Division with the latest 1.5 patch. Fullscreen is bugged now and therefor freesync wont work but it would if the relive driver really does deliver window support for freesync.

As I said, personally I have not had this issue at all with any games I have played but then I don't play small indie games and the like.

Division did have that bug and I came across it easily as said, when I adjust my volume in game via my keyboard, the volume slider only ever shows when windowed borderless is in action.

This was fixed within a week though so no longer an issue for that game.
 
For the people that dont want these new features you are not forced to install them :D That is good move from AMD.

Sorry but what's the big deal about non exclusive full screen mode/boaderless mode?

Its hard to simplify it down to the scope of a post but in exclusive fullscreen mode then ostensibly only the game is utilising the graphics pipeline and you can make all kinds of assumptions and the monitor can just dumbly take whatever it is fed without any complications. In non-exclusive fullscreen/windowed modes then you are fighting with Window's display manager which pre-dates variable refresh rate technologies and that other applications have access to the graphics pipeline which can cause further complications.
