AMD Ryzen 7 5800X 3D Cache Eight Core 4.5GHz (Socket AM4) Processor - Retail - Go Go Go xD

Agree with Warsul. However if it is stable I would push your memory frequency as higher as it will go and the latency as low as it will go, so long as it is stable.
I did end up doing the above and tuning the secondary timings. Haven't noticed any change in games but general windows use does feel somewhat snappier. Not as snappy as my 5900x was in alt tabbing through programs mind you, I did have to lower flck and ram to 3733mhz from 3800mhz it was on 5900x, all other timings remained the same, but I don't think that's the issue

Anyone tried bclk overclocking this chip? worth it?

Tried and failed. Even with tiny increases. Don’t know if it has anything to do with 4 sticks of ram. Your mileage will vary.

I saw AMD directly saying that the 3d vcache can't tolerate any voltage increases so - must be locked I presume, or at least have no room for tolerance.

Able to run mine at -30 across the board. Spider-Man which is quite cpu intensive sees 64c. Cooler is a noctua D15s which is a chunky boy.

How can I tell if it's taking effect, I didn't expect -20 to work fine the video I looked at said -10 is usually more common.

Maybe I'll try -40 if it crashes I know it's doing something.

run without, stress test/benchmark, note temps freq in an app like hwinfo
run with
compare results

Also, PBOtuner2 says already applied if you try to apply the same values twice.

I didn't find temps accurate apart from Ryzen Master utility, interesting that utility is supposed to have the CO offset but didn't appear for me.

And @LtMatt said there was a performance impact with ryzen master, only when it's running I assume?

You can input -40 but it'll ignore it and apply -30 as that's supposedly the limit. -30 seems to be work quite well for the 5800X3D but YMMV of course. Test it with Cinebench R23 (good for testing and you should see higher peak clocks) - OCCT is also good for CPU testing.
