Stick a lot round his exhaust. When they start to melt some of the fumes will find their way into the car and stink it out for months.

The air horn idea is the best by far,
If he annoys everyone else as much as he annoys you, everyone will think its funny as, and he'll likely get annoyed and make an arse of him self.
Some of the 'pranks' would basically just be petty vandalism which will just make you look like an idiot regardless of whether he deserves it or not.
