I grew up in this country since birth, so I've been quite lucky to be able to have pretty much a normal education, I learned two languages from a very early age.
Don't know about you guys, but even when I was a kid (22 now) there was always a handful of kids who didn't speak any/much english and had learning support.
I live in the North East, so maybe you could argue the ethnic population is smaller than areas in the South.
I can't remember this ever being a problem for teachers, the ethnic student or any other student.
I think this is probably an isolated case, blown majorly out of proportion by the media, I mean chav + media coverage = famous chav with proud parents.
