if HT is disabled, then 5.0 to 5.2ghz 10 cores should be very possible.
But it opens up a number of problems. The 9900k will be faster in workloads that use HT, because 8 threads is faster than 2 extra cores I believe.
It also means the 10 core will possibly even lose to the 8 core SMT ryzen 3000 chips.
Without an IPC boost, it just doesn't make a whole lot of sense.
