Does she have anything she should be doing?
I know plenty of people that at one time or another had nothing to do and spent their days surfing the net. If she's not in a "professional" position you can't really blame her for not pestering her boss for more tasks or pro-actively undertaking some personal development.
On the other hand if she failing to complete work and causing others or yourself more work you should be complaining.

If she's not doing her work then confront her, if she is doing her work and also managing to spend all day watching vids then what's the big deal?
If it was a job where if she doesn't get it done you have to do it then I'd tell her to get her work done first. If she has her own pile of crap to do that has no bearing on you then let her do whatever she wants.

All that matters is if her not working affects your ability to do your job OR if you were to say, have stock in the company then the companies efficiency effects you so get her sacked

her work does affect us otherwise i wouldnt be that bothered and would be happy to ignore her.
We all net surf occasionally like i am doing right now
but its occassionaly "break" but she seems to take the ****.. and her work load is increasing if i do speak to her, i dont know how to say it because then she may get annoyed with me and stop talking (which isnt a big deal but i would rather not have that animosity)
