The shed is just over 2 Metres high at it's highest point because it has a slopping roof, The distance of it is 15" away from his side wall, Does it actually need to be 1 Metre away? Also it was errected over 2 years ago so do the current planning rules apply?

Very easy solution to this. Plant Leylandii between his house and the shed. In a couple of years he won't be able to see it (or anything else).

I keep reading this over and over again but not really sure what it means, Does it mean that if the shed is over 4 metres high i would need planning permission? does it mean that if the shed is more that 2.5 metres it has to be 2 metres away from HIS boundary?

Am i being stupid or does this not make sense to anyone else? (im probably being thick as i am pretty tired today)
 
I think it means if it is over 4m it needs planning permission anywhere in your garden, if it is over 2.5m it needs planning permission if it is within 2m of his boundary.

If your shed is under 2.5m then you are fine.

Anybody see The Planners Are Coming last night?
There was an asian couple who had a kitchen built without planning permission.
They were told not to carry on but finished it and then installed the fitted kitchen which was obviously bought made to measure.
The council came and told them to remove 15" off the length which basically buggered all their kitchen.
I did laugh a lot.

I saw that! Despite knowing that the LENGTH may be reduced they still fitted cabinets on back wall and even the boiler. If that had been me I wouldn't have placed such an important fixture as a boiler down that end of the extension. They deserved what they got IMO.

You are correct, His shed is legal and the neighbour can do nothing. His neighbour would have reported it to the Council, and they have not taken action as its legal and the neighbour has no grounds to object.
