I would avoid project cars and anything Ian Bell touches like the plague.
The original Assetto Corsa is the best sim for people new to sim racing as it's cheap as hell, has huge car selection and then if you enjoy it it has ridiculous scope for expansion via DLC and then the mod scene.
AC Evo will eventually take over as the logical first choice for new sim racers but there is hardly any content or anything to do at the moment so unless you get a boner for driving round a handful of cars (most of which are very meh road cars at the moment) and testing physics out it's not going to probably capture the imagination of someone who is new to sim racing.
AMS2 is probably worth checking as well. I personally dislike the physics and engine as despite the devs very hard work it still feels a bit like project cars due to it using the same engine (albeit tweaked)
If you want online racing then Le Mans Ultimate is probably the best value for money, then if you get properly hooked/cracked out on sim racing you can look at spending your life savings on iRacing.
