How much you are willing to pay ultimately depends on how desperate you want a new GPU (or more accurately how much you fall for the hype trying to convince you to get a new GPU). I did a new build last year, but at that stage I was unwilling to pay out for a new GPU (partly based on cost and partly because a new generation of GPUs were around the corner) and so I stuck my existing 6600XT into it. To be fair the 6600XT still gives mostly tolerable performance in the games I play, but if I can get a 9070XT for somewhere near to the MSRP then I'll upgrade it. If not, I'll stick with my 6600XT. I'm not paying moronic Nvidia prices (or AMD prices for that matter if their situation follows the same pattern and the MSRP is nothing more than a fairy tale).
