The garage I used to take my car for MOT had a Citroen in with knocking steering and diagnosed steering rack so put a new one on and it didn't solve problem - Turns out the citroen had a sub frame and bolts were lose.
It could be that simple.

They charged him for a rack as well.

It's law to refund or replace a 7 year old car because they couldn't fix a fault under the optional extended warranty product in two attempts?
