nope, we've had this in past season and they still under fuel the car, because on paper that's the quickest way to the finish line. that isnt going to change, even forcing them isnt going to help much as they'll just program the engines to burn it quickly at the start of race to dump the weight. you really would have to prescribe a lot of rules to get them to push like that.

I mean an engine a weekend or race. The midfield teams would take a chance and go full power most of the race.
but they don't, even they underfill when they had more engines.
f1 is a numbers game, the fastest way is not with a full load of fuel well for almost all races anyway, there is one or two tracks they have to load up on. This really is a none issue. the biggest and most important issue and has been for decades is aero.
