Hamilton broke the rule, that is obvious. The FIA should have reconsidered the penalty. It means first is not going to be challenged and that Hamilton will turn is engine down. Any F1 fan will find that a less than ideal result.

The FIA cannot pick and chose when to apply penalties because they want to give a driver a better chance!

So penalties should be ignored because it would make the race more interesting? Wow sport would be messed up if it worked like that.
 
Right now it needs a brush and a dictator to clean it, kill it and rebuild it. If you rely on manufacturers providing their approval you will never make radical changes. So what if a few manufacturers run away because they don't get their way? Build something people want, people pay to see and provides exceptional excitement and they will all come running back. Right now we have a set marketing collateral positioned as a motor sport.
