25 second penalty for Rosberg would drop him to 6th, 30 second would be 7th if they do punish him.

It doesn't even matter. You can overtake a broken car even under safety car. Or at least I've seen it happen with no penalty.

Remember the forensic analysis if Vettel and flags at Brazil a couple of years back that went on for weeks with people wanting him to be stripped of the title?

dont think i have ever seen anyone disqualified for causing a collision, not even Maldonado!

That is the easy get out clause for the stewards, but it gives out wrong message.
