No they are not, the inside car must always give room to the outside car.

Vettel did not give room to Hamilton.

Max did not give room to leclerc

You can see max lifting off the steering to push Charles wide max was in complete control and could have very easily held a tighter line given room and allowed Charles the width needed.

Kind if exactky like he did the lap before on the same corner.
 
Now seen the onboard from Verstappen.

Verstappen left no room and started to unwind the steering lock.
Obviously expected Leclerc to just vanish...
 
I can hear Alonso shouting “All the time you have to leave the space”

Max should have probably left space on the exit as they were side by side but meh, good hard racing.

It’s ridiculous that it’s finished and we’re sat talking about penalties. Why is this one taking so long when the Vettel one was handled in minutes?

Great break down from PDR, he didnt unwind the steering any more than you would in the corner normally, he was on the inside, turned in late to own the apex, and leclerc conceded then changed his mind and forced the contact.
 
Charles wanted to return on the track but since max left no room there, they touched wheels to wheels. Clear penalty. 5 seconds or more.

There was a car on the outside though, so it’s not a normal corner. You have to give space and he intentionally left none and gave contact. I think it will give a lot of inconsistency if they don’t punish this as drivers will use this example to squeeze drivers off at future races.
