Most people buy android phones because they are cheaper and offer more or less the same functionality as the other major flavour of smart phone on the market.

There is a section of android users who bought devices powered by it for technical reasons such as the ability to customise the code or make the changes to their device that they require, but these are the minority. A very small minority.

At one company I was working at the android user base was 25% larger than that of iOS but the revenues were less than 50%.

There is a reason that most content firms build for apple first and android second and it's got nothing to do with apple putting pressure on anyone or offering sweetners or the fact that the exec all have iPads. It's down to the fact that apple users have more disposable income and are willing to part with it.
 
As mentioned, do all the market research you can.
Be able to prove it has a viable target audience, prove what it would cost to develop, prove that it would make significant profits in a reasonable timescale and then approach investors. Heck, go on Dragon's Den, or something. I'm sure one of them can offer their expertise in the market somewhere.
Or try Kickstarter, get enough cash to dev it and then hire someone to make it happen.

I was about to type out a rebuttal to this, but you've won me over thinking about it - as iOS only covers the high-end whereas android covers the entire spectrum from low to high it makes sense that iOS market share would dominate in apps, as people on the lower to mid range are much less likely to be buying them.

It's easy to forget most users don't get android to play with different firmware :D

I'm an app developer.

If you offshore the work, you're probably looking at about £5k for a basic app. That's assuming that there's no backend server work. What you're usually paying for is a project manager, a developer or two and, if you paying more, a designer. Hopefully someone is doing some testing too. :p

Professional apps that make money also tend to cost a lot of money to make. The projects that I have been involved with have cost between £100,000 and £250,000 and have taken 6-9 months from idea to completion.

I believe that the app gold rush is over though. I saw some statistics recently that two thirds of apps aren't even covering their costs at the moment. Only the few actually go on to make their developers rich.
