I've ordered a few graphics cards that come with nothing, no box, no instructions, no power adaptor cables. It's just the graphics card in an anti-static bag (in a generic box with bubble wrap).
Probably returns from the manufacturer?

Dunno, had two from two different brands. The pcie slot brackets (the metal bit at the back where the DP & HDMI) was all bent out of shape too.
