There are exceptions for specific circumstances, such as the formation lap, laps under safety car conditions, and laps that are purposely at a very slow pace – the in-lap after the end of a race, or the out-lap in qualifying, for example.

The guys in the garage wanna finish races mate, not do well in 70% of the races and the rest are DNF.
But the cars are generally so reliable that your opponent could win every race you to retire in and come second every other race. That makes 175 points you don’t get. Second place every other race is 188 points. That’s 463 points. I see a potential flaw in your plan.....Right, let's see...23 races this season, 70% of that is 16 to nearest integer. 16 races winning and 7 DNFs nets you 400 points. 23 races in second place is only 14 more. That seems a bit tight to me. I think I'd prefer my driver having the option of turning the wick up a bit once in a while to get some wins and make certain of that title...

True. I'll be perfectly honest - I couldn't be bothered to do a proper work-up of a few scenarios, because I honestly don't at all understand the argument against letting a driver have control of engine modes without having to provide Race Control with a "valid excuse".
