If those are the drain ports for the spark plug wells, then its far more likely that the rubber cam cover gasket for the affected spark plug well is simply leaking, probably because the knuckle dragger doing the servicing replaced the gasket and didn't locate it properly. The cam cover would have been removed to check/adjust the valve clearances.
It's just possible that the head is cracked, but it's extremely unlikely IMO and a very bizarre conclusion to jump to without further evidence. Far more likely that a clueless **** is blaming something else rather than their shoddy workmanship. The same kind of person that would immediately blame the ECU for some hard to diagnose fuel or ignition problem.
