Any decision taken to reduce map sizes and move flags closer together was a gameplay decision taken by DICE to improve the game, and had nothing to do with it being a "console port" If they had wanted huge maps in BF3, they could have done it. But they chose not to because they thought it would make for a better experience not having to drive for ages just to find somebody.
