Why? There's quite a few american forum members. And you can even legally download and watch the stuff being aired in the States now from iTunes if you have a US credit card. Its cheaper than here but thats mainly economics. I'd rather buy a full season than have it split in half, its confusing as well because i was walking up to the till at bestbuy with BSG season 2 and family guy season 4, only to then realise that they're not the full sets. No point buying them because over here they'll be released as full seasons, hence i'd have to import the 2nd parts when they came out.
I just think its another music/tv/movie industry con job.

Most people know these days that there will be 'Director's Cuts' and 'Ultimate Editions' of films and TV, just depends how much you want that ultimate set and if you're willing to wait/buy it along with your original set. There aren't too many things I can think of that I would be that bothered about buying again just to get 5 extra minutes of pointless scenery and a new documentary of the director picking his nose.
