You should contact ebey and speak to an agent. They usually would sort you out. I had a few things reversed.while thinking of were and what to order from, somthing along those lines did cross my mind in sending something like that aswell.
Don't waste your time with the police or courts. They won't do anything.

It's odd that you have funds withheld, mine usually gets paid out the next day before I've even posted it. Small claims will do something about it; whether it's worth the effort on the other hand... (and is obviously not 100% to go in OP's favour)

I opened a new bank account (revolut) that is only used for eBay when they switched to managed payments, as soon as they pay out I transfer it to my main bank account. Fortunately I haven't encountered a scam buyer so far, but if eBay make an obvious error in refunding a buyer then I don't have to go chasing them for the money.
oh mate they really won't. You'll spend £200 for them to read a letter, make a decision, and post a letter. That's it. That's all they'll do.
If they side in his favour, it's still up to him to enforce it. You can send the baliffs round to recover the costs, but you have to pay another £200 for that, and even then nothing may come of it. Not to mention the courts are six months behind and the baliffs take months. If you go down the small claims route, be prepared to spend a minimum of £400 and wait two years. That's the absolute best outcome as well. Thing is, if he has nothing of value for the baliffs to take, you are screwed. The only option available then is to pay another £200 for the court to invite him to a hearing to agree to a payment plan. If he doesn't turn up, you have to spend another £200!!! and so on and so on.
I mean you are technically right, they will do something.....it just depends if you think that's doing something or not. Personally if you are the one doing all the chasing, the phoning, the paying £200s hand over first, in my book you are one doing it not them.
The police and actionfraud is definately a waste of time. Police will say it's not fraud and to contact the small claims court. Actionfraud will send a generic letter basically saying they've had a look and it's not considered fraud.
If it's a very high value item and you go through a solicitor, they will tell you in private the justice system is broken lol

I had this a few weeks back. Claimed non receipt - I had mislaid the signed for slips.
He got a full refund for a few expensive pokemon cards my son was selling on my account, despite nothing fraudulent ever happening with my account and I have about 4000 feedback.
The guy lived in Portsmouth so I googled "rough areas in Portsmouth"
I told him I knew a guy from the area and he would be coming round in the next few days for a chat.
To my absolute surprise, this worked.
He said the postman had put the package somewhere odd and he sent me all the money straight away.
It made my day, it really did !
