Indeed, nothing comes close to a better Satan, he had charisma etc, no other devil really has it, combined with an amazing look that was terrifying.

Was going to suggest him in True Romance but he's probably not in it long enough. Totally forgot Max Zorin, great character, actually think its one of the best bond films, the score is brilliant.

He wasn’t the villain, though, was he? Or even a bad guy. He was an antagonist.

Tim Roth in Rob Roy is the first that springs to mind. Not as iconic as some, but I remember after watching it that his character was one of the best villains I had seen. Most bad guys are somewhat cartoonish or one-dimensional but his was a cut above.
