Besides the idiot wearing the helmet the scrutineers should be getting a stern talking to for that, there's no way a helmet that loose would have passed.

I'd be fairly vocal to the guy on the camera bike too, you don't shut the throttle when you cross the finish line unless you want to wake up in hospital.

If you pause the video just before the impact you can see tat the wind blast was twisting the helmet already. It's a combination of the strap not being done up, helmet being too big and an inattentive rider.
