I purchased it as part of the GOTY package on Steam, so i should hope you can activate it iviv.

You are aware you don't need to activate it right? Why they included CD Keys with 2 of them is anyones guess.

Two CD keys are for the first two pieces of DLC (Zombie Island, Mad Moxxi). They use SecuROM.
