I'm far from an expert but as I understand it the shirt provides support so that all your power can be directed towards the lift itself. I believe it can also help to prevent injuries by limiting the path of motion for the lift.
 
It'll focus your power and stop yourself from doing great injury. I believe there is only a certain point you can bench up to until the pressure on your joints is too great and you HAVE to wear a suit.

They already do tuck their elbows. In fact i very much doubt Gene could flair his elbows even if he wanted to in his shirt.
