It'll be fine thickness wise but rust is harder than brake pad material so it if the new pads do sweep the whole disc it will damage them.
If it was me i'd whip them off and turn the rust off on my lathe and true them up and make sure they're still thick enough but that's obviously not possible for most people.
I'd probably just replace them if they're cheap enough to avoid damaging the new pads.
