Stewards will have entry speeds and full telemetry. By your understanding, anyone can just chuck it up the inside from anywhere with no regards to the corner coming up, just saying "but I was inside!!"

Max was so tight on the apex and not slowing enough to not run out into Lewis.

Lewis (I believe) expected him to be already well backed out by the apex.

Why the penalty otherwise?
