Virgin Media on cable have a fair usage policy.

Depending on your connection, you have a limit between 4 and 9 pm.

Take our connection for example, 4meg. Already between 4 and 9, virgin slow all traffic to allow for the "increase in users between these times", so already we're below what we're paying for.
On top of that, we have a 750mb limit between 4 and 9. If we hit that limit, we're put into a group with an even slower connection, for 5 hours from the time of reaching the 750mb limit.

That may not seem unreasonable to some, but in a house with 6+ students, we hit the limit every day and even browsing becomes a problem once we're chucked into the lower bandwith groups.
