Build check

You'll want a CPU cooler to...well, cool the CPU. The i7 comes with a stock one, but it is loud and won't let you get the best out of the k-series CPU.

What is your total budget? There is a lovely orange/black motherboard that is just crying out to be paired with that 280X Toxic...

1400. He said he would not mind overclocking at a later time doesnt mind noise. Is the 280 toxic a good choice?

The Toxic is probably the best of the 280Xs. I'm considering one myself, but I'll wait until the 290 is released on Thursday before making the final decision. You might want to do the same - it'll be black and red, so will go with your motherboard ;) (besides being the better card)

Have a look at the h100i or h100 refurb for cooling.

Unless you plan on adding an extra GPU in the future, you can drop the PSU wattage down to a good quality 520-600w.

He really should add a CPU cooler, or not bother with a 4770k if he's not going to get one.

290X's beat Titans in some things, but they're largely unavailable at the moment, and only come with a "stock" cooler which is atrocious - better off waiting for aftermarket coolers or getting another card in the meantime.

is the 290 not already out? how does this card compare to the 770s? is it just the same or...

That's the 290X. The 290 will sit in between the 280X and the 290X in terms of price and performance - although according to Gibbo it gets pretty close to 290X performance when overclocked.

There won't be too much difference between the Toxic and a good 770 - but the Toxic is a fair bit cheaper,

It's not far off a stock 780. Certainly an impressive feat for a card that is half the price of a 780, but an overclocked 780 will have a clear advantage.

The Toxic will handle pretty much everything on highest settings at 1080p and probably also 1440p. Do a Google search for 280X Toxic reviews and you'll find plenty of benchmarks.

Pretty much, yes. Obviously the 780 will be more 'futureproof' - you'll be able to play games on the highest setting for longer. Also, if you've got a 120hz monitor you may benefit from the extra FPS a 780 will give you.

(Although you could always add another Toxic in the future and come out at a similar price to the 780 with better performance)
