wow how is this card that good and that cheap are we missing something here

As you move beyond a certain performance level in the tech world you always start losing out on price to performance value, because you pay a premium for having the latest and greatest. The 280X is a bit of a sweet spot for gamers at the moment.

The 280x is just a rebadged 7970, and with the price reduction they are very nice cards .

I'd replace the PSU with a lower wattage one from Antec or Seasonic. 520-620W will do you fine.

Add an h100 refurb or h100i so you can overclock the CPU.

It's fine - just overkill if he'll only be using one GPU. If he'll be using SLI/Crossfire in the future, you can stick with it.

Aesthetics, mostly. The G45 will be fine, but the OC will look great with the Toxic...

It looks good to me (as long as you add a CPU cooler). There are some potential money-saving changes, though:

The keyboard is expensive to my eyes.

You could save £25-30 by getting a C9 1600mhz RAM kit e.g. http://www.overclockers.co.uk/showproduct.php?prodid=MY-045-TG&groupid=701&catid=8&subcat=1517

And £70-80 if you get a 128gb SSD. Your calll if the 256gb is necessary.
