Consensus seems to be intel though rereading comments. I appreciate all the input guys! My intital thought was to go with an intel, I myself have one and always recommend them, but my younger brother plays the same games my little sister does and has an 8350 that runs impressively. But he also has a 780 GPU in his rig lol...
Recommendations on power supplies and wattage would be awesome too. Over here in the states we don't have quite as many options :/ Corsair reigns supreme here too, but I know how you guys feel. I've been trying to find good 430 watt Evgas and XFX models.
Thats the thing an FX6300 is actually not that much slower than an FX8350 in lightly threaded games.
If your brother runs the game fine with an FX8350,I have shown videos with the FX6300 at stock running it fine, and another poster said that the CPU section of an A10 6800K runs it fine(krooton),that indicates something along the level of an FX6300 or Core i3 is fine.
The Core i5 is no doubt a solid gaming CPU,but you need to consider, that for the games she want to play whether you are going a bit OTT. In fact I would rather get something like an FX6300/Core i3 and put the money into an SSD,or even just save her some more money which she can put into savings.
Edit!!
Here is another older video:

Thats with a Phenom II X6 1090T and an HD6870 at 1600X900 at maximum settings.
The average is 72FPS,with a minimum of 57FPS and a maximum of 83FPS.
Remember that is probably with FRAPS activated which reduces framerates.

A slower FX4100 with an HD7870.
The four videos I posted so far include battle scenes with multiple players.
If games like SMITE needed Core i5 CPUs,only people on tech forums and hardware enthusiasts would play them.
Its is made to appeal to people with even slowish hardware - it needs to be able to attract people worldwide, and with varying budgets. This is why SMITE has millions of players and LoL and DOTA2 have tens of millions of players.
