Hmm in just cause Fraps is jammed at 60fps with max draw distance the lot

WOW my pc can run it at 60fps at a higher res ! and scores 3032 in 3d mark, His PC scores 5213 and runs it like a bag of Cr@p ??? that makes no sense

I just tried to update the GPU Bios in asus gpu tweak and i get a Rom write failure every time

can i ask if you have changed any of the settings or have any settings changed inside of the CCC? when I first got my 7950 i changes a whole load of settings to do with AA and what not inside the CCC which then got overlaid inside the games. Meaning that on medium settings on far cry 3 i was getting 5-6fps... just a thought

What's CPU core usage?

Use latest MSI Afterburner and bring up all the 6 cores and their usage.

unpark your cpu cores, have a look on google and youtube for vids and tutorials, very easy to do
makes games use ALL the cores

Well that's erm... Not true.
You're probably confusing thread prioritising with using all the cores (As I read your post as forcing games to use all cores, regardless of the game)

but as soon as i ask it to update it says "ROM programming FAIL"

also not changed any settings in the CCC
