I have a picture of a cat.

There is a distinct discrepancy between the thumbnail image and the image that I see when I open it.

Thumbnail (viewed in Explorer)

What is the problem here? Do I need to upgrade to Vista?

It's a cat. Cats are often deceitful and untrustworthy. Not a bit of wonder it's messing your computer up, it's using you to get food, just like all cats do to their pathetic owners.

I suggest you delete the cat.

seems like it's something to do with your set size for uploading. It appears that the software is resizing the picture and for some reason just focusing on that bit of the pic :/

Sent the original to me if you want and I'll see if it happens for me too.

Did it for me, and all I did was right-click and save the picture.

Try opening it with something other than windows picture and fax viewer.
I opened it in Paintshop Pro 11 and Photoshop CS2, and still I only get the small pic of the cat...

Must be something in the EXIF thumbnail data.

In PSP the thumbnail shows up correctly (just the head).
I've heard of EXIF info containing cropped data, which can be restored using the right app but I've no idea if thats correct.
