but yes, they didn't specifically use the words "too white"
The contradictory statements are forming the criticism of OFSTED, not the school. OFSTED require diversity teaching, exposing the children to the various cultures across the world, the school can't help it if there aren't any BAME children in the vicinity to mix with!
They said
Pupils’ cultural development is good. They learn about different people’s social and ethnic backgrounds, customs and beliefs.
Which is what is required of the Nursery
The contradictory statement from OFSTED is then saying
Pupils’ cultural development is limited by a lack of first-hand experience of the diverse make up of modern British society.
Which again is just an observation and if the Nursery is doing all it can, which it sounds like it is from the first statement, then there isn't a lot they can do about it.
So no, it's not "not far off" marking down a Nursery for being too white - as there were two key other reasons why they didn't get Outstanding.
