I think it's obvious he was trying to kick the ball from under the kid, not actually trying to kick him.

The kid milked it for all it was worth though.

Edit; put simply if a player had been doing what the boy had been doing Hazard would have been sent off. Why did he think ball boy was different?

If a fan ran on the pitch and took the ball you wouldn't mind, effectively that is all he is, just taking the ball and refusing to let the game play.
