No he's not. FIFA can and have banned players for refusing to play International fixtures. And Rodri is a single example, read the report (or even the summary) I linked to. Injuries across the board are increasing year on year, particularly among younger players (almost trebled in 4 seasons) and in the PL.

Ben White was allowed to by the FA. If a player does not get the green light by their countries FA then they will be banned by FIFA for not representing their national side.

And although they have drawn the conclusion (as anybody would) that the increased number of injuries are a result of the increased number of matches, they're primarily just looking at the data. It's not a coincidence that injuries are increasing as the amount of games increase, nor is it a coincidence that the PL in particular pick up more injuries than Leagues that play fewer games.
